There is no lack of expertise in the field of proton therapy. Many people have spent many years realising, developing and operating existing proton therapy centers. Their experience is more than relevant, but tends to come into play once an initiative has crossed many hurdles already. Their consultancy often concerns financing the project and managing construction. In this they may have ties with particular vendors, who may be involved in the financial constructions.
This may not be a concern to you. It may seem the only way to realise a center. But there is also a risk.
